If you have generally returned to baseline I don't see a problem with doing the breast reduction.
You would need to check with you Plastic Surgeon of course.

Technically the breast reduction surgery can be done now. As the others have noted there is increased risk, but this may be justified if this is a serious problem for you and if you understand the risks involved. It is better to do the surgery once you have lost your weights in terms of getting the best aesthetic result since further weight loss will cause the remaining breast tissue to shrink further and possibly resulting your breasts being droopy again when you reach your weight goal. This may then need further surgery in the future.
If you feel that this is of major importance to you right now I would suggest you consult an experienced plastic surgeon who can assist you and discuss the risks with you.

We would need to understand better the risk to you of doing a fairly long procedure under general anesthesia. I think more information from your hematologist or vascular surgeon would be helpful. This is an elective cosmetic procedure and as such we would want to minimize the risks as much as possible. On the other hand your current state is causing you considerable distress, and that would justify taking some risk. We just need to clarify what kind of risk this is and whether it is reasonable for you. We would need the input from your other doctors.

It is difficult to understand how you can end up with the same size breasts after breast reduction. Provided the skin flaps are elevated in the same way as they were for the first surgery the risks should actually be less for this operation since your tissue has already been trained to rely on its new blood supply. This is known as the "delay effect" and is a phenomenon which is well recognized in plastic surgery. I would seek another opinion from an experienced plastic surgeon. You should obtain a copy of your operative report which hopefully will be detailed enough to figure out exactly what was done the first time.
