A simple mastectomy is designed to remove breast tissue and implants can be inserted at the same time. This is a procedure that could be performed after a consultation with your surgeon. You may also want to have multiple consultations before undergoing such a procedure. The cost would be discussed with your surgeon.

No, you are not too young. Women with your condition consider this procedure after puberty. It is very effective in reducing the weight due to large breasts and the impact they have on the back and neck. Your doctor may recommend and "anchor" incision or free nipple / areola graft. Hope this helps!
