How well does skin resurfacing work and can it work to completely replace unhealthy dark skin on the face?

I'm 18, and I have a very dark forehead and the skin is rough, dry and full with scabs and pimples. It's been almost 5 years since it's been that way. It's continued to be dark, dry and uneven from the rest of my face. I've been applying a toner and face moisturizer to my whole face for 3 years so far, but there hasn't been too much improvement since then.

Skin resurfacing is a very effective way to improve the skin consistency, texture, and overall appearance. It is very important to be on a dedicated skin care regimen for 2-3 months prior to having a skin resurfacing procedure and to then maintain the skin care afterward. If you have been on Accutane, it is recommended not to have a resurfacing treatment for 6 months to a year following completion of the Accutane regimen.
